HCM Principal Susan R. Steinberg is an attorney with over thirty years’ experience in state government. During her career, she has developed expertise in advising healthcare providers and ensuring their compliance with state and federal requirements. She has extensive knowledge in Medicaid regulations. Early in her legal career, she served as an Assistant Attorney General representing the Maryland Department of Health and Mental Hygiene (now Maryland Department of Health). Her responsibilities in that role included representing mental health facilities, advising the Board of Examiners of Psychologists, and serving as a prosecutor before healthcare boards. While serving as Deputy Director of the Mental Hygiene Administration, she established a compliance program charged with identifying providers committing Medicaid fraud. She also assisted in the drafting of regulations governing the public mental health system. Later she assumed the job of Chief Operating Officer of Health Care Financing (Medicaid) before becoming Assistant Inspector General and then Acting Inspector General for the Maryland Department of Health. Her efforts in the Inspector General’s office were focused on Medicaid program integrity to combat fraud, waste and abuse in the program. Susan ended her career with the State of Maryland by serving as Program Manager for Managed Care and Quality Improvement at the Behavioral Health Administration in the Maryland Department of Health. She oversaw the licensing of all behavioral health program providers and acted as liaison with the Medicaid program to ensure providers complied with applicable licensing statutes and regulations. Susan is a member of the Maryland Bar. In her spare time, Susan loves to hike and travel. She also is a dedicated Ravens fan.
HCM Principal Ilene J. Nathan is an attorney with over forty years in government service. She spent twenty years as an Assistant State’s Attorney in Baltimore City, prosecuting misdemeanor and felony cases. She later served as Deputy Director of the Medicaid Fraud Control Unit in the District of Columbia’s Inspector General’s Office. She returned to Maryland to work in state government in the Maryland Department of Public Safety and Correctional Services, including serving as Executive Assistant to the Secretary. After joining the Attorney General’s Office, Ilene served as Maryland’s first People’s Insurance Counsel and later oversaw the Attorney General’s insurance fraud prosecution efforts and also served as Director of Maryland’s Medicaid Fraud Control Unit. As Director of the Medicaid Fraud Unit, she oversaw the investigations and prosecutions of allegations of improprieties by Medicaid providers. She and members of the Unit worked closely with the Inspector General’s Office of the Maryland Department of Health and Mental Hygiene to ensure that Medicaid providers were rendering healthcare services in compliance with federal and state requirements. In 2010 Ilene led the Attorney General’s efforts to get passage of the Maryland Healthcare False Claims Act. The Act has led to the recovery of many state dollars fraudulently gained by healthcare providers. Ilene is a member of the Maryland Bar, a member of the DC Bar (inactive) and a member of the Supreme Court of the United States. In her spare time, she is an avid gardener and even more avid Orioles fan.
